Urban Infrastructure Development Scheme for Small and Medium Town (UIDSSMT)
The Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT) is a centrally sponsored scheme launched by Government of India during the year 2005-06, by subsuming the then ongoing schemes of Integrated Development of Small & Medium Towns (IDSMT) and Accelerated Urban Water Supply Programme (AUWSP). The scheme is for a period of seven years (i.e. up to 2011-2012).
The admissible components under this scheme areSolid Waste Management, Water Supply, Sewerage, Construction and improvement of drains/ Storm Water Drains, Construction/ up gradation of roads, highways/ expressways, Parking lots/ spaces on Public Private Partnership basis, Development of Heritage areas, Urban Renewal andPreservation of water bodies. Priority fixed by Government of Kerala for taking up projects under the scheme is Water Supply, Solid Waste Management, Sewerage, Storm Water Drains and Roads.
The Central grant: State grant: ULB share is at the ratio 80:10:10. The central grant is passed on to the State Government as Additional Central Assistance.
The Chief Town Planner was designated as the State Level Nodal Agency (SLNA) for UIDSSMT in Kerala as per G.O (Rt) No. 1841/ 2006/LSGD dated 04.08.06. Subsequently the KSUDP was re-designated as the SLNA for UIDSSMT as per G.O (Rt) No. 3004/2009/LSGD dated 12.11.09.
In order to access funds under UIDSSMT, the Urban Local Bodies (ULBs) are required to accept implementation of an agenda of reforms. The main objective of this is to ensure improvement in urban governance so that ULBs become financially sound with enhanced credit rating and ability to access capital market for new programmes and expansion of services. The two categories of reforms viz. the mandatory and the optional reforms are to be implemented by the State/ ULB within the scheme period.
In Kerala, 54 towns (other than the Corporations of Kochi & Thiruvananthapuram and the Municipalities of Kalamassery & Thrippunithura) are eligible for getting financial assistance under UIDSSMT.
