






Project Components
Urban Infrastructure & Services Improvement Water Supply The component includes: (i) Improvements to water treatment plants and rehabilitation of existing transmission mains and pumping transmission mains and pumping machinery; (ii) rehabilitation of the trunk water transmissions; (iii) leak detection programme with rehabilitation and strengthening of the existing distribution network; (iv) increase in and metering of house service connections (including repairs) and installation of bulk water meters. Sewerage & Sanitation In all Corporations except Thrissur, sewerage networks will be rehabilitated and expanded and sewage treatment plants constructed. In Thrissur KSUDP will provide facilities for drying and digestion of septic tank sludge. Fund allocation: Rs 282.98 cr. Drainage Drainage systems are being improved in all corporations through (i) rehabilitation of existing culverts and construction of new ones; and (ii) construction of new drains to improve the storm water drainage network. Solid Waste Management Solid waste collection and treatment capacity is being enhanced in all Corporations except Thiruvananthapuram. Fund allocation: Rs 30.94 cr (Under JNNURM, Rs 24.56 cr is allotted to Thiruvananthapuram and Rs 88.12 cr to Kochi Corporations for this component) Roads and Transport Traffic congestion will be reduced & road safety improved through: Improvement of critical roads and junctions, without acquisition of land, by providing pedestrian footpaths, off-street parking, and bus-bays; Improvements to street lighting on major roads in all cities except Thiruvananthapuram; Road safety improvements ; construction of footpaths, traffic islands, signals; Construction of underpass, pedestrian subways under busy roads, and flyover. Urban Community Upgrading Improvement to basic urban infrastructure and services are being coupled with livelihood promotions for the poor. Civil society committees are the partners in this endeavour. Measures for poverty reduction are being enhanced. Community Infrastructure and Services Funds are made available to poor communities for improving basic infrastructure and services for women and children slum dwellers. Community Infrastructure Fund has been formed for the purpose. Livelihood Promotion This is being implemented by financing income generating programmes for confederations of self-help groups, and for micro-enterprise development. Poverty Social Fund has been formed with this focus. Local Government Infrastructure Development A specialised financial intermediary has been formed for local government infrastructure financing. The component covers 5 Corporations and 53 Municipalities. Support for Capacity Building and Project Management Capacity Building for Improved Urban Management Focus is to institutionalise systems to enable LSGUD to monitor the performance of and oversee service delivery by ULBs to improve the sustainability of the Project. Following measures are envisioned: State-level institutionalisation of systems to monitor performance of and service delivery by ULBs; Staff training for developing financial management and revenue capacity of ULBs; Enhance capacity of ULBs in urban planning & service delivery improvement; Training ULB staff in project development, design, and implementation; Ensure transparency and stakeholder participation. |
